I think this is also in reference to the kite with no string that he gave her. They discussed the meaning of that before and after the poem, so I think the poem (if she had been able to read it) would also have kind of meant (I'm the context of affection and the meaning ofthe kite string) "I have affection for you but don't intend to try and control you, if you say the word, I will tie myself to you"
