dont trust ratings cuz there are some shows with a 7.5 rating that i've enjoyed more than shows with a 9.0 rating for example. Everyone just have different tastes

but seriously, if china wanted to control the quality of dramas, it shouldn't have been a one-size-fits-all solution (the 40 eps cap). Yes, some shows are way too long but some shows can't be fit into 40 eps.
they were probably looking at kdrama's brevity and trying for more international success, but there isn't one recipe for success. Like now so many people are watching cdramas instead as they're tired of the kdrama formula
