yeah that bother some of us too. Why when she is on hell, her physic visual is still as Kang Bit-Na, not Justitia?

But like Satan who can change his appearence as assembly man in hell, probably Justitia and higher rank demon have that ability too. iirc Gabriel also show herself as a granny while in hell.
