That's what I was thinking as well lol! I interpreted the ending very much as a somewhat bittersweet declaration that dynasties, the desire for political power, and corruption will ever remain; they just change faces. The rule of the last emperor of China will be remembered as an important part of history (hence that brief scene of tourists visiting the palace) but the movie still implies we ought not to close our eyes to the less romantic reality of politics.
