Yep. With the way things were going, his *exchanged* mom trying to kill him (who he thought was his own mom at that time) and his step dad abusing him on a regular basis, who is to say that he wouldn't have turned into a killer without the artificial trigger

The judgement of the Detective/uncle was too clouded- too tunnel visioned to see anything other than the one suspect he had been following all along (maybe due to guilt of sending the other detective (her father) in his stead just like the killer said). 15 years back, in 2001 (based on the date of the drama), internet not so widely used, technology not as advanced as in the present (2016). After the killer, who the detective thought murdered all 12 victims, went to prison, he had no reason really to focus on the case- for 15 years at least. The visit from the uncle on the other hand, if the killer right about the guilt, he probably felt guilty to visit the house where his fellow detective died. If he did visit her, she did cover all the articles with a fake floor. As for the numerous amount of quotes on the wall, it certainly did not come overnight. If he did visit her regularly, he would certainly notice the amount of quotes increasing gradually so it might not have felt so weird to him. There is also another possibility that he did not visit her because she volunteers at the station he worked in so she would see him more often than not and she would stay late in the station cleaning the place and making gifts for the detectives and officers working there.
