To stress out over a 17-20 pairing is silly.
It happens every single day, all over the world.
As of 2023, Japan raised the age of consent to 16, but included "near-age" clauses that would render a pairing between 17-and 20-year-olds perfectly acceptable and legal.
There are prefectural variations in consent laws, but as far as I can tell, none that would make a Hatano-mob romance a problem.
