Because he was the overseas director and passed orders and (mis) information to the agents and he wanted to kill Ji Hyuk at some point but later on he changed his mind after the assassination of Seo Soo Yeon that he liked and the attempt to assassin him by hacking his car. I assume that that was the point that he realized that they would get rid of him too and changed side. ( or his mind in order to prevent the worst).

There is a huge factual error on one scene where the cop describes the chromosomes of males and females. Chromosomes have nothing to do with hormone intake with the purpose to change from one sex to the other. They can't be altered because they are genetically predetermined. So it is impossible to detect a transgender person from its chromosomes. The test will detect only its biological gender and not if this person is in transition or has already changed sex. People who change sex retain the X and Y chromosomes they were born with.
Of course there are some persons who don't have chromosomes that match with one or the other sex, but this again doesn't indicate that they are gay or they are transgender. The only thing affected by such alterations on X and Y chromosomes is the appearance of the person who has them. In such case the person can be a more effeminate straight man or a somewhat manly but otherwise straight woman.

And that is what makes it completely different from other dramas of this particular genre. Anyway.. if it didn't work for you it just didn't.

I have the notion that you didn't understand what was this drama all about. The majority of the viewers got destructed by the the details and missed the main point . Whichwas that the dirty war started from the inside. They were not the mobs and the Chinese and the N. Koreans the enemy of the NIS. And in the final episode was the only one who supported the option to sacrifice the hostages in order to save the bank's data system.
