I think the worry is that charging them will merely have the opposite effect and escalate things further.

This is such a pet peeve of mine honestly. People always seem to use it on character development heavy episodes or dramas. I've seen entire slice of life dramas called filler. Filler episodes are like what if we took a break from the plot and put our characters on the beach or here's a clip show. And that definition could work here, I suppose, if you thought the murder mystery was the only plot
