Yashiro lied. He didn't claim she went to her grandmother's to keep the kids safe, he just said it to cover his own tracks. Yashiro is the real killer. He kidnapped and murdered Kayo, then used that story about her moving away as a perfect excuse to stop the school and the police from looking into her disappearance.
Kayo's mom was really abusive, but she didn't actually kill her. When Kayo went missing after Yashiro took her, the mother started to panic. She knew the police would look at her first because of how she treated Kayo. She ended up tossing all of Kayo's stuff out to hide any trace that she lived there, hoping she could just claim her daughter ran away.
Satoru was right about his gut feeling. Kayo never made it to her grandmother's house. Yashiro had already killed her, and the adults were just covering their tracks by lying to everyone.
As many before me already mentioned it is a really well made drama with beautiful nature and interesting characters. The romance is very subtle, not at all overwhelming,
