but the fake doctor waited for their call, apparently. and then the drug dealer wanted to make sure whether the current doctor was a different person or not, that was when he asked whether he could call him on that number, and the doctor said yes. the way I see it, at that moment he must 100% sure that he wasn't talking to the same person. because the character was so different.
and they couldn't do the transaction for 2 weeks. junseo started seeing the insurance classmate a week ago. and the absence of the doctor to the dealers could be because doctor died. and sometime along the way someone took his burner phone and imitated to be the doctor.
I think the original doctor didn't mean to make jk as an addict when he first texted him. but the fake one took the control after that. the faker wanted jk to investigate the case, which I'm sure not for a good reason but for his own benefit. and he's using drug too control both jk and the dealers. once they no longer useful for him or his mission completed, he could use the drug to end them.
well the last paragraph is just my theory. but from ep 4, we indeed got a clue that there's someone who pretended to be the doctor.
