I have no idea, but I think to be fair, they should let those with license that they approved already to air and this only apply for those that does not has permit yet. Just like when NTRA issued VA restriction on actor, it applies for all new drama that started filming.
So maybe, I worry too much, again NTRA current head is ex film producer that's why he let BL drama already filmed to air.

But who knows, now I'm worry abt this 40 eps...so it is possible they air HXY too.

According to Melon, the reason BFTB is postponed and TTEOTM is rushed for broadcast and not for summer is because NTRA will enforce 40 eps rule and not more. If more than 40 must be divided into 2 parts but the 2nd parts will need to air at least 3 months apart and can not be in sequence.
So this sounds legit....
