yes I got your point and it makes sense but ouyang xu never had the intention of marrying pan'er and it becomes pretty clear around ep 20. But an oath is an oath. He made the oath to the women he said he loved and wanted to marry. They weren't doing business there. Why does it matter if it's not written? Does that mean he can betray her bcz she doesn't have a 'proof' of his promise?

well grandpa hua was being honest as a way of showing his loyalty and said something like choosing the heir for the throne shouldn't be personal affair when the heir will run the world but the emperor doesn't think so he thinks it's his personal matter.
