To be exact there were only 2 situations when Tofu did something similar to Tarn. One sentence and one time he made food but he doesn't actually have personality of Tarn.
What if Nut's father wanted to kill Tarn and followed him on the trip where he went with Nueng but killed Nueng instead? I'm just making up some theories as we still don't know enough about Nueng, but I think we will find out more in the next episodes. I still think it's Nueng's soul that possessed a teddy bear. Because bear consciousness woke up when Nueng died. Tofu might have some connection to Tarn, but it's not Tarn's soul in him unless Tarn was running around without a soul for 10 years. I see many people gashing over Tarn but what did he actually do for Nut? Yes, he was his escape and source of happiness but it didn't solve any of Nut's problems. When things got rough Tarn gave up very quickly. Tofu is with Nut through the worst. He is the one who deserves a happy ending with his loved one. It's Tarn who should stay in the past.

I don't think it's about different versions of people because then we would have to dive into parallel universe theories. For me "Time doesn't flow" is more about that past, present and future existing parallel to each other at the same time. So when we see Saeha at the end of episode 10 it is not a copy it's probably Saeha from the past (before he got killed). There is also a possibility that he didn't actually die and it was just some body with his face to trick everyone and trigger everything what his death supposed to trigger (it's far fetched theory but it's sci-fi drama so it could be possible)

Nueng died 10 not 12 years ago. Song said it in conversation with his dad. So Tofu woke up as a bear when Nueng died. My theory is that Nueng's soul went into the teddy bear.
