And the certified letters threatening KSR with massive resurrected debt is a HUGE failure, and this is compounded by several of GM's statements this week. Today, they finally admit it was a "paper tiger" (illusionary threat). They just wanted to scare her. There was no way she would ever actually fact that debt. And they didn't answer her desperate calls for clarification because they wanted her to stay scared. Scared and obedient!
But scare her they did. Enough so that she took her own life!
And they compounded this should-be crime several times this week with all the misleading statements which left everyone thinking the debt threats were in fact real.

KSH is in the clear vis-a-vis correctional justice. But if the family ever does file a civil lawsuit there are several avenues to allege cause. And GoldMedalist has not done KSH any favors by their ham-handed approach.

I actually agree with you on this point. I originally posted about the depraved heart law from the USA and suggested SK might consider adopting something similar. I have also posted about the age of consent law and clarified as you did that it does not apply. (Attorney Woo taught us that in such circumstances the defendant gets to choose whichever law—new or old—is more lenient.)
The fine/money aspect is also a non-starter. They had already forgiven her debt so it's both rude and impossible to renege on that after the fact.
In GoldMedalist's latest statement—regarding QOT—they now claim "we have never demanded compensation from Kim Sae Ron for any damages to the drama. It is also not possible to claim compensation for posting photos online or contacting other actors at the agency."
They go on to say the reason for sending the threatening letter was "to prove that the debt repayment was requested but was not collected, as it cannot include that the debt does not have to be repaid. If we had stated that she does not have to repay the debt, we would be exempting her from her debt, which could have caused tax issues."
Of course KSR didn't understand any of this and no one was accepting her desperate calls for help, so damage done.
Frankly, I'm with the family. All they wanted was an apology. But now I want a bright light shone on the goings on in the entertainment media/ studio/ reporting/ promoting ecosystem so it becomes increasingly difficult for elites to get away with business as usual.

The Studio (maybe his brother/cousin) kept calling KSR's parents, not KSH personally. And her father implied they only wanted to work things out privately the traditional way (meaning giving them large bags of cash to keep quiet.) That backfired big time.
KSH can still come clean and take his chances. He hasn't actually committed any crimes (the age of consent was 13 when they first dated and she was an adult by the time it was raised to 20).
