Her reasoning is valid, from her POV honestly. They all thought he was able to call out those fancy rainbow lights when he felt the desire to kill someone. This scared everyone up there, cause they view that as not being any better than demons. And it also made them scared that he would use his powers to actually kill.
Now, of course we know that, Seo Moon is better at controlling those desires to ACTUALLY kill. He has feelings of wanting to kill but has control - he doesn't. Because it's morally wrong. And because there is a real person behind those demons processing those individuals.
On the other hand, he might be able to spawn lights out of the desire to help others? I'm not sure how it works.

1 - It wasn't scary for me. Felt more like a thriller than a horror. It does have gore, a few jump scares, and bloody scenes (though some critics say the CG effects weren't convincing enough). Are you scared of monsters?
I'd say it's like spicy foods. Some people have built immunity against spicy foods and need spicier foods to get that same 'burning hot' taste or sensation.
