I think I've only watched his costume dramas, and i dont think pda in their society is encouraged, esp they're in the upper class. Or if not upper class, he's usually a ruthless and untouchable general or a leader.
especially in this drama (as others have commented) he's a bit of romantically or emotionally constipated 😅😁. Also, this is enemies to lovers and slow burn, you really cannot expect pda.
