I think that's the point of bullies though. they aren't very smart, they just hurt people and leave the actual smart people to clean their messes up. also their friendship was flimsy in the first place and Moon Dong Eun had watched them for a long time so she knew them better than they knew her. If Ha Do Young was a villain he would have been the toughest to beat imo
