It's not produced by Netflix; they are just the international distributor. The production house is Studio Dragon [a subsidiary of CJ ENM Entertainment Division]. You should check out studio dragon's previous shows with tvN (a Korean TV channel); they're really good, Such as - Vincenzo, flower of evil, its okay to not be okay, happiness etc

Some people keep criticizing Netflix for not releasing all episodes at once, but it's not even their production plus its a tv drama, so how could they?

Also, I wanted to take this chance to bring more awareness to Studio Dragon. They're amazing, and their production quality is absolutely fantastic!
