I think this is the dish the USA adopted into what we call potato salad. Usually with bacon instead of beef and the main ingredient is potatoes obviously. We mostly use this as a side dish too.

In France we have 2 versions of it: salade Olivier (with the beef meat, sometimes also known as russian salad) or Macédoine de légumes (without the beef meat).
