Remove Limiter for 10 characters in forum topic

because its making me do Topic !!!!!!!! 

and it makes the topic look stupid

makes no sense for it anyway

if someone is going to post a spam topic like those bots its going to 

really post spam like alot of spam spam spam spam spam...
