It looks like there are 2 edicts. The one that was presented has no burnt mark (or it will raise suspicion) while the one kept in IAN's safe was the one QM tried to destroy. The late king must have written 2, knowing how ambitious the Yun family can be, storing one with the royal robe. IMHO
I never like PM Min since I know he is 'the competitor' but started to dislike him after being clingy towards Huiju just to show IAN that he was an important person for her, even after she rejected his offer. A third wheel and obnoxious. A big No.
But is he really a villain? His character info said that he is IAN's best friend and the early episode also showed that they worked together (meeting secretly) while showing off that they are not allies nor enemies. Min is like IAN's extended hand in the government to veto ridiculous rules initiated by the royal council or QM.
Romcom is not supposed to be complicated but not obvious either. Min asking IAN to meet him at the Council Hall and it exploded while the evil Jinmu walking leisurely far from the vicinity implying that Min cannot be the villain and the plot will not go that obvious way. Who would benefit more from IAN's death? Yun family for sure. Both father and daughter can face death sentence from burning the edict and keeping it a secret and from trying to kill a royal family, if IAN really wants to convict them. While there is no doubt that QM will get her redemption arc, Jinmu would not escape his punishment. IAN's death will bring nothing to Min. He knew already that he has lost the possible affection he ever dreamt about. He is smart enough to know that Huiju will never forgive him if anything bad happens to IAN. From IAN's mother's death, his brother and the attempt on his own life, all should point at one person. What IAN needs now is more evidences. And what he has left now to catch the culprit is making himself a bait.
I did not mean to write this long ππ» or to defend PM Min. Having him on the good side is good for IAN. But if he is truly bad, he can rot in hell with Jinmu.

I dislike them both. I do not like PM because he is a third wheel but beside what happened 'in the dark', nothing can pinpoint him as a villain. He was not even surprised when the king's edict and robe entered the council hall, so he might have worked with IAN. I do not like QM for abusing her child, threatening to use fire to force him out of his quarters. She would keep lying to her son if he did not reveal the truth. And she played victim. Ugh.
