Previous leader Liu Ming was trying to level out the playing field by creating some hardcore lads known as Chimei these could be stronger than Divines.
When Liu Ming got sealed in the abyss Fu Sheng managed to remain outside. FS was LM's helper so he knew a bit about the process.,etc. and carried on the work and was able to not only create stronger chimei but also to power up using lower level gods as "batteries"
