Nah they could not be called enemies. There was a rebellion, neither are from rebel factions but are from different vassal armies trying to get food supplies for their troops. Supplies are hamstered by another vassal state/city so they have to do stuff to get it. So they are trying to get the guy they can lean on to get to the food. It goes from there.

There's plenty of room for interpretation. So not going to claim that what I say is the truth. To me it seems that as far as a crime against NL is concerned it always relates to god's emotions and reasons.
Like QY was punished not because he saved someone but because he saved someone for his selfish interest. Maybe if he meddled with someone else's life it would not matter as much? XZ said that banishment to the mortal realm isn't much of a punishment for a god hence the extra twist that he is destined to miss his true love in every lifetime. So in this case punishment is relevant to the reasons he dared to abuse his powers.
In XZ's case, XZ got lashed for losing control over his emotions multiple times and challenging NL. I mean you just don't go around grabbing NL's thunderbolts and talk crap about it. No one derived any benefit from him going ape. So to me it looks like as punishment NL stopped topping up XZs powers rather than outright destroying him. He died because he was too weak for the fights which came after. I'm not sure if NL took his remaining energy to kill him as well. But it did downgrade him a level. I'm not sure if it was a punishment or because there was no need for gods anymore.

we don't know what exactly Qingye did originally. we just know he abused his powers - he might;ve resurrected her or something. We are only shown her body in sick /half-dead state.
There's definitely some level of gradation in terms of how serious an act against NL was and punishment metered. As far as NL is concerned I would go as far as to say that NL does not distinguish between mortal/immortal/divine realms. Ancient Gods are gods only by the virtue of NL granting them those powers.
NL gave power to "ancient gods" but it's when they abuse it e.g., for selfish gains that's when then punishment is metered. So, in case of Qingye, NL was punishing him but the other two souls tied to him ended up being a - collateral damage. In case of XZ, would NL distinguish why XZ blew his gasket and froze the sea etc., for SL (who is an Immortal) or a chicken .I dont think it would.
