Interesting. Remember how Youngjoo heard voices that guided her throughout the show? I think it's partly connected to that. At first, she only heard them, but as her symptoms worsened, she started seeing dead people too like Eunchae, who was killed rather than turned into a zombie. Now that I think about it, I don’t think it was just a hallucination. How can she hallucinate when they met near the train, and she saw the body later onwards? It’s likely a ghost because she has to know the person to hallucinate.
