Exactly right. PM had been in the number 2 position for very long at least a decade and a half probably longer -going by the ages of his kids and the emperor's kids. If the PM had decided early on that he wanted to be emperor he would have made way more moves in that time other than what he did. Now, don't get me wrong - it wasn't really that he wasn't calculating but that I think he realized that the next emperor was going to be one of those wimpy kids and they didn't have what it takes so then he started making his moves. The last emperor spent so long suspecting him that his suspicion caused the PM to be more on guard and go on the defense. He long realized that there is a difference between his brother in law and the emperor - the harsh lesson that Awu learns when she finds out that her beloved uncle ordered her assassination.
