yes, i also think that, it was part of her character development. yet... it's one thing to be reticent about verbally expressing her love, it's another to also make the other person think they're alone. her love language was acts of service, 100%, all those times she saved him, and her giving herself to him, wow. but he did not equate that with the words he longed for. my god i'm crying again

when someone compared him to yoo ah in the other day, i sort of clutched my pearls for a moment, but seriously, he's nipping at his heels with this role. (sorry but not sorry, yoo ah in is sort of in a class by himself for actors his age)

i agree, i think they over relied on her facial expressions and gave junho the lion's share of the lines and emotional acting. and yes, how 16 ended and how 17 started was so jarring, even if they gave the tiny crumb of a flashback with munhyo as a baby. but also agreed, none of that detracts from this masterful execution.
