Despite their disobedience or the threat they pose, they are also an army that protected the nation. What the ruler can do is find an excuse, like these are peaceful times, can't provide for such big army, need to develop the nation, so cut down on the army size. FL expected this much. She didn't expect villains to interfere and foil her plans, of course. When FL was making waves in the capital by putting up her betrothal to a prince in the mix, the Cui army was very much needed by the imperial family. She was, obviously, doing this to get ML see the bigger picture. What happens after everything is settled, everyone can see, including the FL. What she expected was, obviously, after everything is settled and the imperial family no longer has any use for the Cui army, they would attempt to cut down on the Cui army size. However, by the time this happens, she would have already been married to the ML (in her expectations), and would have some power of her own to keep the cutting down to a minimum. However, things happened that she did not see coming, the situation turned. But she again, at most, expected that the worst outcome of it would be the Cui army getting cut down and reduce in size. She also mentioned this in one of the episodes. And it makes sense. But the villains were at work, and she didn't know what was happening at the imperial court, since the ML blocked the news. Therefore, she obviously didn't see the outcome of Cui army getting disbanded. But she did see the outcome of Cui army getting cut down in size. If she knew the ins and outs of what was happening at the imperial family, and she would if she was not in the capital city getting "locked up" in her mansion, she would also foresee the ultimate outcome that has occurred.

The first time Miss Gu and her father meet and talk to each other in the drama, her father says to her in a round about way, he didn't know he had such an intelligent daughter before. Otherwise he wouldn't send her to the ancestral home.
2. After their plot was discovered by Li Ni, Gu father made no move to get his daughter out of the eastern palace. Forget that, he made no move to even inform her about the situation. And so, Miss Gu had no idea of it all when she confronted Li Ni -- she could have been killed on spot. Lol. What's more, Gu father, to save his own skin, is convicting Li Ni as a rebel. You know what happens to a rebel and his family? Everyone gets publicly executed, which includes his daughter.
