You misunderstood Master Lee's message. Uk didn't make any deal with Master Lee. He received a message from Heo Yeom, which shouldn't be obvious bc Yeom didn't know about Naksu. Uk never promised to kill her if she used the sword. He understood the message and made a deal with Naksu. If she got her powers back and chose vengeance, he wouldn't stop her but she would have to kill him first. She used the sword to protect Uk and Master Lee did not killed her bc he just wanted her to choose a new life instead of her unfruitful vendetta.
