Yes, it seems the Emperor wasn't happy that the Princess and the Crown Price had so many loyal followers. He liked Yuan An who was the mastermind behind the Black Tea because he was loyal to the Emperor, it didn't matter if he had killed plenty of people. Same case with Sass.
I have some questions regarding the finale. Will post them below.

2. Was it implied that the Emperor was aware about Sass' real identity so he approved of what Sass wanted to do to the tower plus the Crown Prince and Princess? If the Emperor knew then Pei just became the fall guy.
How is the bromance can i watch it for bromance only?
I only watched briefly Word of Honour and Untamed (yes, I know, sacrilegious). They do have great bromance dynamic as in similar to other C-dramas such as Ancient Detective, Imperial Coroner, and from what I heard as I only watched a bit, Killer and Healer vibe. Perhaps try a few episodes and see whether you like it. They grew from frenemies to friends throughout the show. I tend to ignore the female leads if not written well but Pei Xijun got better in later episodes.

I agree. This show deserves higher rating. It's unfair before seeing the whole show. Sometime the beginning may sound bad but the ending and the overall show is better.
