Based on my review of the NRTA rules, I don't think the licences expire. Dramas air multiple times after their first airing and are on platforms for years after. If licences expired, we would have seen renewed ones on these sites because you need a valid licence to air but there are none. I have seen revoked licences such as CQL's TV licence but no renewed ones. So yeah, I don't believe they expire. I think they are confusing distribution licence with production licence, which NRTA clearly states expires in 6 months or 2 years depending on the type of licence you have. However, as HYX is already made, it is of no consequence to us.
Given the bad rep of dangai in China atm, this drama is unlikely to be broadcast this year. It's not just Tencent/HYX. MangoTV has gone silent about Ye Yanbai...a dangai expected to be broadcast in January 2022 and the team was very vocal about it on Weibo. Now, nothing. Another dangai from them, In Darkness...was supposed to come in November 2021 but didn't and has gone cold now. Youku with Guardians of the Land. Same. They are no longer actively promoting it.
