Her obsession with that factory is the same as my mom's obsessions with "starting a business for you (i.e. me)" She doesn't think he will amount to anything on his own, so she wants to leave something "easy" for him, so he can just take over as the nominal manager/CEO, while someone else does all the work for him. That's also why she keeps paying his friends. Because if he is getting paid, he is an employee and she can dictate the terms. If he is doing it of his violation, it's a favour and she can't dictate/control him.

Also, since most countries are developing, many young people from the villages or small towns move to the cities for work, but they have to send money back home for their families. So, it's not exactly uncommon for young/single working people (and ESPECIALLY young single women) to live with parents, relatives or family-friends to save the rent money. That said, FL (coz I still dk her name) and Shaopeng are childhood friends, and it doesn't seem like she lives there full-time but has dinner and crashes at his place more often than not.
She could be a neighbour living alone, or just paying SP's mom for dinner.
