He has been much more popular with general audience as an actor than as an idol. Like it or not, Rowoon's aura is too big for the group. Same as Eunwoo and Astro.
They have already been too busy doing their own thingsbfor a while now. Plus half of them have enlisted and other half are on the list. The group wont be complete for a few more years at least, by which time there might been replaced by a much younger group. Plus his body isnt what it user to be, so he can due intenae choreo etc. I do hope he continues with his singing career though.
