I think so too. The Empress seemed resigned to her fate and asked Xin to leave, live a good life, etc. I think that would only happen if it was the Emperor who wanted her dead. If it was someone else who tried to kill her, she would want to survive.
That's some bad faith on the part of NYZ's "brothers" who attacked RX. They've clearly suspected her of being a spy for a while now, but instead of telling their trusted and respected "big brother" about their findings, they chose to hide it from him and try to lynch her behind his back. Besides, this is the lead actress' comeback drama. She used to be one of the biggest stars in c-drama-land, and she always played strong characters, so if she wants to make a career comeback I'm sure she wouldn't choose a disappointing role.

RY seems to have clairvoyant abilities even without using the map (e.g. the falling sign incident) though, so bringing down the uncle and the astrology department may not hurt RY quite as much as she thinks it would. We also know that she won't follow through on her plan to reunite with her family (i.e. kill herself) after she cleans up the court because she will have a child and they will end up together.
