I think LWY actually has remarkable character development, especially if you’ve read the leaks. She was created by Jiuying, not truly her own person, yet she still formed a distinct personality. Despite her fabricated memories of her JieJie, she cared deeply for WWY and even fell in love with JL. Major spoilers below

At this point, the existence of the 10th dragon isn’t public knowledge. It’s unrealistic to expect characters to openly announce it in the streets to WSG.

They don’t care about the drama, they just want to see their favorites. That’s understandable, but shouldn’t the story come first? They complain that LWY lacks character development or that JL’s arc is weak, yet when the backstory finally unfolds, they gripe that the WuWu couple isn’t getting enough screentime. It shows they’re not even trying to understand the story anymore.

If this episode already revealed that LWY has traveled back to the past, then it simply means we haven’t yet seen where the drought occurs and JL ultimately sacrifices himself. Her ability to time travel stems from the dragon scale JL consumed earlier, it drew power from his loneliness and obsessions.

Besides, the last scene, we can confirm that LWY is the girl in black. She can predict their moves. When JL hid her, she looks like she's crying

That because those people do not care about the storyline. I really do not care if there were more screen time for other actors as long as it fits the storyline.
