This!!! People keep saying that XY gave him chances but not really. She rejected him pretty early in the story and in a BRUTAL way. Girl literally chose to die than to accept his kiss. She demonstrated with both her actions and words that they were a bad match.
Anyone in the place of XL would be discouraged to confess after such rejection. Later in the story, she already had TSJ by her side and XL knew that only TSJ could provide her with the life that she wished so he let her go!

Also his character is very complex as well, i would say more complex than XY even. Plus his character was setup to be a cruel character. This was also deliberate on Author's part to contrast his character with Jing's. Don't you feel XL's cruelty and TSJ's kindness is kinda proportiinal. Also when XL had realized that they would never have a future, he intentionally withheld any action that would give XY hope. He went so far to let her misunderstand him till the end.
XY's personality was not exactly normal either. I would not say that she had a very strong, independent personality, specially in the beginning of the story.
