For LGBTQ, BL dramas were allowed before. Cue the drama "The Untamed" with Xiao Zhan and Wang Yibo. The chaos that ensued from all that was part of the reason they stopped producing BL dramas. You can research more on that if you want to.
For the time travel, it is still somewhat allowed, especially with modern dramas if there is a scientific explanation e.g. "Reset".
For fantasy elements, what is the "Xianxia" genre about? πππ
For the historical dramas about previous emperors, they don't want their history to be viewed in such a bad light. But still, it's not as if it's a secret. Which country does not have it's share of terrible leaders. [This particular rule is one I don't fully understand, I'm not Chinese].
Western lifestyle, oh please, don't make me laugh. They want to preserve their culture. Are Western values, clothing and behaviour superior or so special? Chinese culture is deep, rich and so beautiful, who would want to see it overshadowed by the west. I wish my culture could be as grounded as theirs is.
Lastly, I am not saying China is a perfect country. Nowhere in the world is perfect. Most of these censorship rules have affected dramas that I have looked forward to and could have enjoyed immensely e.g. Unchained Love with Dylan Wang. Banning/censorship of rebirth dramas was not due to controlling the population. They were trying to prevent further tragedies from happening, because some of their young people were committing suicide in the hopes of having a chance to be reborn and start the lives all over.
This was because of the rebirth/reincarnation stories that were common in C-dramas back then.
