The great prince's mother called him to her palace and told him to be nice to fan Xian because fan Xian's mother was the only person who had a great relationship with her back in the day... hence the great prince becoming so friendly with fan Xian out of a sudden as you watch season 2

So he needs LRF to be completely powerless, not just retired... even if LRF drops dead now, the emperor won't be satisfied untill there's nobody in the court who submits to LRF who might help Fan Xian for LRF sake.
