Or they would've done the same route with getting together in secret, someone finds out, a lot of unnecessary drama and scheming, and in the finale getting married or something. Not sure, maybe watching the first 4 episodes and not seeing many romance scenes, for example. Romance is obviously part of the plot, but that's not the main focus. If the romance is the most important part, this show would be like "Moon Lovers", "Lover of the Red Sky", "Alchemy of Souls" etc.

No, they're not rightfully annoyed at all. Maybe they put some romance scenes in the marketing, but anyone who watched the first couple of episodes have to know the romance isn't the main plot here. So, even if people got something else from the trailers, that's not the writers' fault.
That's why people shouldn't watch trailers or make assumptions based on that. Trailers are meant to trick people. People take romance too seriously. Like the first thing most people ask in the comments:
"Happy Ending?", "Any romance?", "The main leads are together?" etc.π

If anything, she's gonna go back but they will meet in the future with his reincarnated self or something or both of them will travel to the future, that would be much more interesting. Well, Kdrama is not all about romance, and it's clear from the start that's not the main story. So I don't get why people complain about the lack of romantic scenes. She's just a chef, it's not like they can be together without any problem just because he's the King. The only reason they will be together because that idiot Kang messed up her plan with the kid. 3 episodes is enough for a decent romance story.

The competition is only 2 episodes so far, not 4. You could say they're dragging the story with the Mings, but I think they're important in this story because the villains can use them too.
So, in short: the story isn't more stretched out than in any other historical show. In other shows, you can see the main characters vs villains for at least 12 episodes doing the same nonsense all the time, so they can wrap it up in the lat 2 episodes. So, complaining about this in kind of unfair and ridiculous.
Let's say they will finish the Ming story in 5-6 episodes. That's 10 episodes shorter than in most Kdrama.
