Yeah its most likely true cuz if we factor in the budget of the drama, there won't be any costly battles involving big armies and the visuals has been pretty good so far. I am saying that, She will support the rebellion to put some unfavoured son on the throne. If Empress succeed, she will become Empress Dowager and effectively control the court through her son.
