Considering the screenwriter is Asian, it’s not hard to accept this as the most likely outcome. But still, there are things one simply can’t accept without confirmation.

It seems like the light shop owner functions as a kind of grim reaper, capable of sending ghosts to the afterlife. However, he only does this when the ghosts pose a threat to him or others. On the other hand, the restaurant owner takes a more dutiful and consistent approach to guiding ghosts to the afterlife.
The old man, it turns out, was also a ghost but hadn’t realized it. In a way, the restaurant owner simply helped him cross over to the afterlife, which is why he appeared so peaceful in the end. That’s also why he was chasing after the girl—to send her to the afterlife.
