I get you, but in Ga on's case I think this whole 'fix the system' and avenge all the wrongs done to humanity mission is taking a huge toll on him mentally. K could see it after he found him drunk at that bar and that's why he told him what he did. I mean with how emotionally unstable Ga on is, he's liable to be much more a liability than helper. Ga on was reacting to everything negativity and he could not easily let go of the people he loved and who loved him in return, maybe it was best to tell him it's okay to let go.
