I was wondering this too but then I thought maybe since she was so disappointed that he had no spiritual veins that she actually didn’t bother to name him. No Bo Yu Lan didn’t swap him the empress did, since he wasn’t born with spiritual veins and power and strength is all she cares about. She gave him to Bo Yu Lan who out of bitterness, anger and resentment at having her neice taken away after her sister died in childbirth abandoned him in the wilderness. She did feel bad and did go back but he had already disappeared. What she did was inexcusable but I think due to guilt and remorse she stayed in the area in case he ever turned up.

Honestly, I feel most of the upper own kingdoms are a shitty places for people with no or low spiritual powers. Think about how Si Tu Long was also treated as someone who had no spiritual veins and as a prince in Zushui Kingdom he was constantly bullied and abused

She’s never been allowed to form her own identity outside of the illusion of her being a man and the crown prince

That’s the thing, she’s literally been living a lie her entire life. So from the moment she was born, she is learned that she has to lie so for her it’s a survival mechanism so while we can say oh, it’s not that hard to tell the truth when you’ve lived in an environment where you have to get used to lying in order to survive it just becomes natural as a survival tool. So while we can say oh, she should be more truthful. It’s not that hard. It is hard for her.
