OMG, the movie started with that very scene and stated that Madame had to make the hardest decision that she ever had to in life! It's an open ending and the outcomes of (Shadow) Jing & the kingdom of Pei all hinge on Madame's next responses or reactions! That's why her reflexive, horrified, shocked reactions gave way to thoughtfulness & pause as she was about to open the door and shout the truth to everyone! She truly is in a predicament, and personally, I feel that she'll cover for (Shadow) Jing and just "let sleeping dogs lie"! That's the best decision, anyways!
Agreed with the first commenter, but just to add that it was also for a number of reasons - it kept bothering him that Juri/Yuri/Lin was getting caught up in that lifestyle (the shopkeeper's words to him about her stealing really hit hard and clearly, kept nagging at him for some time); Juri/Yuri/Lin was most probably about to get caught at that point, and he wanted to provide a distraction; he was getting more n more sick of that lifestyle and wanted a change/better life for himself and everyone else.

My educated guess is that they didn't report Juri's/Yuri's home abuse cuz it was too risky for them to go to the police! Even when the "grandmother" died, the "mother" stopped the "father" from calling either the authorities or an ambulance.

Remember, this all took place underground. They had secret chambers & dungeons within the school -- remember, before it was a school, the building housed a secret/spy organization and was equipped with all sorts of chambers & dungeons!
Ok... from what little I know about this BEAUTIFULLY BITTERSWEET tale, the 2011 movie with Jet Lie ("The Sorcerer and the White Snake") is just one of many, many retellings of this ancient Chinese folklore/legend! A couple years, ago, I saw an even earlier movie adaptation (with Maggie Cheung??) of it, and now there's even a 2018 Chinese Drama that seems to be a renewed, revamped retelling of it from the beginning!
I haven't as yet organized my movie database, so I don't know the exact chronological order of this one, but from the synopsis, it seems to be a Chinese Drama that picks up where the aforementioned Movie (TSATWS 2011) ends. U can always search it on AsianWiki or Wikipedia... to get the full chronological list of all movies & dramas associated with White Snake, Madame White Snake, Lady White Snake etc. I think there's even a Green Snake one, too -- about the sister!

I know this comment is old, but I got that, "...After failing the bar exam, Lee Jae Goo becomes a consultant and labor attorney reclaiming the value of life...". So, I just figured that (1) One (probably in SK??) could be a Consultant without passing the bar -- that just sounds feasible! (2) Maybe, (in SK??) a Labour Attorney doesn't necessarily need to pass the bar, either. Both scenarios sound feasible or this could all just be a poorly-written synopsis... or even just a case of meanings getting "lost in translation"! Ah... the struggles of language... life! Lol

It's not a Bystander-Effect in China! Their culture is that helping someone now makes u responsible for that person -- physically, financially, legally & otherwise! -- so it's a cultural/social-norm to not help others! Not even in horrific accidents etc :/
