So a literal translation doesn't capture the meaning but it basically means we the protectors (ie the armor) are always here. The English title may be referring to their symbol as the Eagle Flag as an army always rallies around their flag. I am only at episode 4 but I think it is quite obvious he has already figured out based on his martial arts that he was someone senior from Four Seasons Manor. But I think he has no clue about his link with Windows of Heaven (even the governor he assassinated in episode 1 knew him but was shocked he was part of Windows of Heaven.
