That's a good question. I think it might be a combination of things. She might feel guilty for her brother's death and wanted to take his place to make up for it. It's also because the Crown Prince position is what her mother's entrusted her with before dying. Lee Hwi might also want to become king to take revenge on her maternal grandfather for killing her brother. I really like how there's really no one answer in this drama...
But I do feel sorry for whichever girl that's going to "marry" Lee Hwi cause that's basically wasting your entire life, aside from it being a loveless arranged marriage.

Tbh there are only a few "important" characters at the moment... 1. FL who's cross-dressing 2. ML (FL's tutor) & his villain father who killed FL's brother 3. Lee Hyun (FL's cute cousin) 4. FL's maternal grandfather who ordered ML's father to kill FL's brother 5. FL's father (the annoying king) & his current wife (the empress / FL's stepmother) 6. FL's paternal grandmother (empress dowager)
To sum it up, FL doesn't really have anyone on her side except for the ML, her cousin and close staffs. I guess that's cold-hearted palace politics for you...
