I think the pace is decent. I would have preferred to cut out some 'unnecessary' or drawn out scenes but this has been one of the better paced dramas I've seen. Most C dramas suffer from pacing issues. Tons of fillers, meandering and nonsensical ending. Although Luoyang hasn't ended, I would say it has done well so far. Not without issues but definitely not boring or bad.

WSY had to be saved again. Suspicious that WYJ didn't panicked like he did when she was trapped in the rubble. Also, it's strange the way LBQ was killed. Was it to silence him?
I am glad that Qing Ye wasn't a simpleton. She was planted to mislead GBZ. She looked really dumb to have suddenly switched sides and loyalty. Divine Clan gave her hope and a sense of belonging which Unwelcome couldn't. Now, GBZ and Baili have siblings who swung to the dark side.
I thought this would be a simple plot ending with the chaos at the Ceremony of Lights or the plan being thwarted by GBZ, WSY and Baili. Turns out to be more complex.

Besides Divine Clan(ever changing subs), I am sure there are more people who want to overthrow Empress. So Master Chu, WYJ, King Jin and any others don't need to be part of Divine to have the same desire. They can even get a free ride on Divine's hard work and usurp the throne.

To me, the improvement wasn't because of the addition of new characters. If you are referring to Liu Feng, Pei Pei and 16th Night, those were meh.
I found eps 23 to 28 good because GBZ and WSY are back in top form, working on the investigation with Baili pitching in with his brain. We also get to see more unravelling of the conspiracy and major players at work.

I wouldn't say this is the 'bestest'. C drama offerings isn't great this year or rather, they produce tons and mostly poor quality. I can nitpick but I can also be forgiving. It all depends on my mood, the genre and triggers.
I don't rely on ratings be it on MDL, duboku, Douban or anywhere. Fans of the cast will vote the highest possible and non fans who has other agendas will vote the lowest possible. The truly subjective ones will be in a small minority. Ratings of a drama where there is no popular actor in the cast should be more accurate.
