Alright I've just studied this scene very carefully by rewatching multiple times and this is my conclusion.
So first shot we see the two walking towards the camera in business suits first, basically side by side. Kurosawa is looking at Adachi directly but Adachi looks down as always.
In the second shot though.. Kurosawa is walking behind Adachi. You can tell from the way he extends his arm more forward instead of to the side. So I think this scene does mean to show that Adachi didn't see what Kurosawa tried to do. Kurosawa is the one who steps away a bit from Adachi after his failed attempt.
In a way it portrays the struggle of Kurosawa who tries to get to Adachi but Adachi doesn't notice. The only way this could be resolved is if Adachi and Kurosawa walked next to each other (on the same level) and Adachi needs to start paying attention. Much like the development of the drama has been going so far.

Agreed but I do think that slowely change is happening. Very slowely LGBT couples are being more included in storytelling in Japan without the use of comedy. Just being taken seriously as they are and showing their life.
Best examples I've seen of Japan finally taking LGBT stories a bit more serious would be Kinou nani tabeta, Tonari no Kazoku wa Aoku Mieru and Fujoshi, Ukkari Gei ni Kokuru. For trans stories I'd say Joshi-teki Seikatsu and Close-Knit. Some of these still contain elements that aren't ideal but its a step towards more inclusivity.
