Factory's own shop does not (and there are other shops for official HK discs that might be cheaper than YesAsia, but make sure they only sell official discs). The discs could be imported into other regions. Use a cheap BD player you can change the region of to get around any region-locking. The official Hong Kong BD also has English subs, and t that might be cheaper to import from some parts of the world (but makes sure you're getting the official version and not a bootleg).

It's a Taiwanese production, not a mainland Chinese one. It hasn't even been released in cinemas in mainland China yet (and it will most likely need to be released in cinemas, and then released for home viewing on demand and on disc, before it can be aired on TV) because for anything not from mainland China the country is usually among the last that it's released in. As for why mainland China is often among the last to get movies even from nearby countries, I think you've already answered that at the beginning of your comment.
