In some countries it's going straight to VOD but is still already licensed – it was licensed for 192 regions even before it premiered in Cannes, the most for any Korean movie in history other than "Parasite", so unless you're in North Korea there's statically a very good chance it's already licensed by a distributor where you are.
At least in the UK, it looks like it's getting a huge and well-advertised release, as I was shocked to see MUBI's teaser for it in a mainstream multiplex, before a mainstream, English-language movie. I've never seen something non-English-language promoted in that way before. Unlike "In Front of Your Face", which has a UK national release today but shows no sign of coming anywhere near me (whereas I have got Chinese and Hong Kong movies that have close to no activity – from zero to six ratings and no comments – around them on MDL).
I don't know which subtitles Dasprn was referring to or who yeolmaesubs are, but MUBI's teaser that I saw in a cinema and their trailer at https://youtu.be/Bmoy73lhs-s have very plain and direct but comprehensible subtitles, so I imagine their cinema and online releases in the countries they've licensed it for will use similar subtitles for the whole feature.
I'm guessing you haven't seen many Park Chan-wook films before. His characters might accomplish things, shall we say, at points in the films, but that doesn't essentially = happy.

It's a bit too high-profile for either of them to license it. It was already sold to distributors (many of them ones which give their movies decent cinema releases and a theatrical window of a few months before putting them on demand online) in 192 regions even before it premiered, and it may have been sold to more since.
I don't hold out hope for every single one also having a cinema release in the UK and Ireland. But maybe just one or two more than only "Broker" and "Decision to Leave" wouldn't be asking too much.

No; it's currently exclusive to cinemas and only released in South Korea in July. I don't think they've seen it; at most they could have seen an unfinished version if one leaked.

Though I doubt it will be released in literally every country (not North Korea, to start), and outside of East Asia it won't be in every cinema; it will be a limited release playing only in art houses and some larger multiplexes in major cities (I can't see it getting distribution on the level of "Parasite" if it hasn't even been that popular at home). But, yes, it is already or will be cinemas in countries other than South Korea over the next several months.
It could be on Netflix in some countries after the home release in them; if it wasn't produced for a rival subscription service, who's to say if it will or won't be on Netflix? In countries where a conventional distrbutor hasn't already licensed the movie, Netflix could license it and market it as an Original there. Though it's still a bit too early to predict when, where and if that will happen.
When will this be available online? I can't wait to watch it.. 😭
It was released in South Korea in July 2022, so I'd guess around January 2023 in South Korea, maybe December 2022 so that it be out for Christmas. In other countries I expect it will be at least a few months after that home release in South Korea and at least a few weeks after the cinema release in that country, if there is one.
It's out as 720p in a korean site. My Korean is good but not enough for sci-fi genre. So i will wait for the subs…
It's now out in cinemas in Northern America in 4K and with English subs. I don't know where you are, but hopefully it might be popular enough in the US and Canada to be released there as well at some point. (I hope the same for me, as I'm not there.)

It's available for online streaming with English subtitles in the UK according to JustWatch. I haven't seen anything show up for any other country yet – though I admittedly haven't tried every country in the list.
