I'm afraid I can't be more specific without knowing the region being referred to, as release dates of movies differ between them.

Fukada Koji features have tended to get cinema releases in US/CA by Film Movement https://www.filmmovement.com/search?q=fukada+koji even when they didn't win prizes at the festivals they premiered at, so I presume they'll be doing one for this.
I'm not confident about it playing UK/IE outside festivals, though. I think the only cinema release of one of his here was "Harmonium" from Eureka, due to that winning the Jury Prize for Un Certain Regard in Cannes. "A Girl Missing" is on MUBI; the others don't even have that, so you'd have to import discs or use a VPN. I'm not confident it being based on a song by the performer of the voice of Ponyo's sisters will make a difference to its chances.
I know it will be out very soon in cinemas in Northern America (14 October) with English subs, also in 4K and Dolby Atmos when the cinema can do either. As it's a MUBI release it might be online on MUBI around just two months later. https://mubi.com/films/decision-to-leave will have info on both.
